Before each regional Colorado 100 a Participant Guide was mailed to all of the individuals who had RSVP'd for the meetings.  The intent of the Participant Guide was to provide an objective look at the problems currently plaguing the state budget, and to ensure that all attending the meetings had a working knowledge of the situation.  Following you will find the Particpant Guide in its entirety:
