Various proposals addressing Colorado's fiscal crisis are currently in various stages of development. As of March, 24 proposals have been submitted to the Legislative Council. For and update on the progress of specific proposals please visit the state website.
Fundamentally, the proposals tackle the crisis in three distinct ways:
1. By changing the TABOR revenue limit from the growth formula (poplulation growth + C.P.I.) to some percentage of statewide personal income, thereby eliminating the "ratchet down" effect. Many economists regard statewide personal income as a more accurate indicator of a state's economy and therefor a more accurate measure of government size. Some of these proposals create similar limits for local jurisdictions as well as a state limit. For example, see #78 and #97.
2. Addressing economic downturns by creating a Rainy Day Fund. Some of these proposals also allow the creation of local Rainy Day Funds, or earmark how surplus revenue can be spent. For example, see #104.
3. Suspending specific aspects of TABOR and Amendment 23 during economic downturns in order to provide more flexibility for state finances. For example, see #103.
